CLASSIFIED LEGISLATIVE AGENDA // EYES ONLY
§ SECTION 1. SHORT TITLE. This Act may be cited as the "North Carolina Sovereignty and Border Protection Act."
§ SECTION 2. FINDINGS. The Senate finds that the failure of Federal enforcement has directly impacted North Carolina communities via the I-95 drug corridor.
§ SECTION 3. APPROPRIATIONS. There is hereby appropriated $4,000,000,000 for the immediate construction of physical barriers and the deployment of advanced detection technology.
§ SECTION 4. ZERO TOLERANCE. Establishes a mandatory minimum sentence for traffickers of Fentanyl found crossing state lines into North Carolina. We are ending the "Catch and Release" loophole that endangers our suburbs.
§ SECTION 1. OFFSHORE LEASING. Directs the Department of the Interior to immediately resume oil and gas lease sales in the Mid-Atlantic planning area, strictly for the benefit of lowering utility costs for NC residents.
§ SECTION 2. GAS TAX HOLIDAY. Immediate suspension of the federal gas tax for 180 days to provide relief to working families in Raleigh, Charlotte, and rural counties.
§ SECTION 3. PIPELINE APPROVAL. Expedites the permitting process for natural gas pipelines to ensure reliable winter heating for the Blue Ridge mountain region, bypassing EPA bureaucratic red tape.
§ SECTION 1. DEATH TAX REPEAL. Permanently repeals the estate tax for family-owned agricultural operations, ensuring that North Carolina farms stay in the family, not the hands of the IRS.
§ SECTION 2. WATER RIGHTS. Blocks the EPA's "Waters of the U.S." rule which attempts to regulate farm ponds and drainage ditches as navigable waterways. This is a direct assault on our sovereignty.
§ SECTION 3. HOG FARMER PROTECTION. Provides legal immunity for compliant hog farmers against frivolous nuisance lawsuits funded by out-of-state activist groups targeting our livestock industry.
